Advertiser Content Guidelines

Targetoo makes use of, owns, and manages sophisticated technological features that are necessary for effective programmatic (mobile) advertising campaigns.

A mobile advertising campaign's success is frequently determined by its ability to implement and use these features. Our Demand Side Platform enables frictionless user acquisition and engagement, as well as operational efficiency and monetization. To protect our partners, Targetoo has developed Advertiser Content Guidelines, which must be followed in order to provide our users with the best user experience possible. 

 

To be approved for delivery, the following guidelines must be followed.

APK Requirements 

Targetoo requires that any APK file delivered to preload inventory be available in the Google Play Store. Targetoo and our carrier partners will not approve any "custom" APK files that have different features or functionality than what is available in the Play Store.

Version Control

The more recent version needs to have an increased version number in order to support updates to already downloaded APK files. An updated APK file with the same or a lower version number as the one that is currently preloaded cannot be accepted by Targetoo. Our team keeps track of Google Play Store APK updates. We strive to deliver the most recent version at all times. The updated APK's availability in the Play Store and its subsequent availability for delivery on the Ignite platform may occasionally experience a slight lag. The older APK version will still be preloaded in this case. Advertisers can use our customer portal to send the most recent file and notify our staff of any APK updates. The interval between the app update and the new file delivery will be shorter as a result.

Prohibited Content

Applications that contain or promote sexually explicit content, such as pornography or adult services, are not permitted on Targetoo. The following items are not permitted.

  • Adult entertainment on the go

  • Adult products

  • Services for international brides

  • Images with exposed skin and nudity

  • Promote sexually explicit content Promote escort services or other services that could be interpreted as providing sexual acts for a fee

  • Images of scantily clad men or women are depicted, described, or encouraged in content that depicts, describes, or encourages bestiality (ie bikinis, lingerie, etc)

Hateful Content

Applications that promote or contain hate speech are prohibited by Targetoo. The following things are prohibited:

  • A protected group, person, or organization is the target of hate speech or based on advocacy, but not limited to, the following: Race, Ethnicity, Color, Nationality, Sexual preference, Sex, Sexual orientation, Belonging to a religion, Age, Disability, Physical or genetic disorder, Recognized as a veteran, Refugee status, Status as a newcomer.

  • Organizations, teams, or people linked to the promotion of content related to terrorism, crime, or hatred

  • References to actions or practices that adversely impacted a protected group in a derogatory, harassing, or offensive manner

Violence

Applications that promote or depict violence or other risky behaviors are not permitted on Targetoo. The following things are prohibited:

  • Graphic depictions of real-world violence or descriptions of violent threats against any person or animal.

  • Terrorist organizations record attacks

  • Instructions for carrying out violent acts, such as making weapons or bombs

Content Related To Gambling

Applications that promote online gambling, casinos, sports betting, lotteries, or games of skill with cash prizes or other forms of value are not permitted on Targetoo. The following things are prohibited.

  • Applications that enable betting or wagering with the goal of making real money.

  • Applications that direct all users to websites where they can gamble or bet in order to earn real money

  • Any offline or online gambling or the advertising of materials relating to it

  • Played games or apps for any prizes

 

Illegal Activities

Applications that encourage, facilitate, or promote illegal activities are not permitted on Targetoo. The following things are prohibited.

  • Assisting in the purchase or sale of prescription drugs without a prescription or illicit drugs

  • Instructions for cultivating or producing illicit drugs

  • Displaying or promoting the use of drugs, alcohol, or tobacco by children, including through the use of images that do so

Impersonation and Intellectual Property

Applications from developers who impersonate other brands or entities are not accepted by Targetoo. This includes the use of names, titles, or logos in a way that might mislead users. Additionally, we do not accept applications that promote or incite copyright infringement. This includes streaming media programs that let users stealthily download or copy copyrighted material.

 

Deceptive Behavior

Targetoo requires that all applications accurately disclose their functionality and perform as the user expects. Device alerts or functionality from the operating system or other applications must not be mimicked or mirrored by applications. Any changes to the device's settings must be done with the user's permission and knowledge. Any changes made to the device settings by an app must be reversible by the user.

Targetoo does not permit any applications or in-app advertisements that disrupt system or device functionality. Any application notifications must be for the application only and not for any other reason.

Targetoo does not permit any applications that modify device settings, system settings, browser settings, bookmarks, icons, widgets, or other applications without first obtaining the user's consent.

Applications that have spam users are not permitted on Targetoo. Spam is defined as any unsolicited message or notification that is redundant and of poor quality. All applications must not send an SMS, email, or other message based on the user's behavior without first obtaining the message's and the intended recipients' consent.

 

User Information

Targetoo requires that all applications collect data about a user, the user's use of applications, and the device in a transparent manner. All applications must disclose the specific data that is collected, its intended use, and any other data sharing. The data's use must correspond to the disclosure's description.

If your application handles personal or sensitive user data, such as financial or payment information, phonebook, or contact data, it must have a privacy policy that discloses how the information is used and shared. Any personal or sensitive data must be transmitted over a secure HTTPS connection.

Abuse of Devices and Networks

Targetoo does not permit any applications that interfere with, disrupt, damage, or gain unauthorized access. This includes any disruptive behavior on the device to other devices, services, or applications. The following are not permitted.

  • Apps that interfere with or block the functionality of other apps

  • Applications that facilitate or provide instructions for hacking any services, devices, software, or security safeguards.

  • Applications that access or use any API, resulting in device or network abuse

Violent Behavior

Applications that steal data, snoop on users, or otherwise act maliciously are not permitted on Targetoo. The following things or actions are prohibited.

  • Any malware, spyware, Trojan horses, viruses, or other malicious software.

  • Applications that are linked to or help spread or install any malicious software

  • Applications that imitate other applications to trick users into disclosing personal information or that steal user information, such as usernames and passwords,

  • Applications created to covertly gather device or other user data as mentioned above Applications that secretly install other applications on a device without the user's consent

In-App Advertising Guidelines

Targetoo collaborates closely with our carrier and Ad partners to ensure that the applications offered to their subscribers provide the best user experience possible. In-app advertisements in the form of banners and interstitial ad units are available in many applications. We require that industry-approved guidelines be followed in order to preserve the overall user experience and application quality. Please refer to the documentation below for best practices when integrating display advertisements into your application and before submitting it to DT Media for approval. Please pay special attention to the sections on prohibited practices.

Other Requirements

In order for Targetoo to distribute your application, you must follow additional requirements. These rules must be followed on a technical and general business level.

  • The application must include a link to the Terms and Conditions and Privacy Policy that is identical to what is currently displayed in the Google Play store.

  • All applications must be rated in accordance with CTIA and/or ESRB's accepted standards for content ratings. Based on the application's content, the rating must be given appropriately.

  • Every application needs to comply with COPPA. The Children's Online Privacy Protection Rule can be found at https://www.ftc.gov/legal-library/browse/rules/childrens-online-privacy-protection-rule-coppa/.

  • Applications cannot access a user's contact list without that user's prior consent in order to engage in direct marketing or any other activity.

  • Every application must alert users to any necessary device permissions and ask them to allow or grant access.

  • Additionally, all application permissions must correspond to those that are described in the Google Play store.

  • The Application uses "Runtime Permissions," which means that no permissions are granted to it at the time of installation, and no user or device data is gathered. Instead, each End User permission must be requested individually by the Application at runtime.

  • Google Play License Check, which automatically checks for updates when the application is opened, must be implemented in all applications, even those that are offered for free. If an updated version of the application is available, the user must be made aware of it and given the option of accepting or declining the update before continuing to use the application.

  • Each application must be no bigger than 100MB.
